RESOLUTION NO. 215 81
WHEREAS, violent crime has swept the Nation over the past two
years and there is no denying that crime has reached intolerable
levels not only in our urban areas, but suburban and rural areas
as well; and
WHEREAS, the last two Administrations have phasedoutthe Law
Enforcement Assistance Administration (LEAA) program. -which was the
source agency for Federal funds directed to states and.'counties to
assist in their war against crime and violence; and
WHEREAS, several worthwhile anti-crime programs in .Hawaii such
F. as, the career criminal pposecution program, the victims -witness -
juror assistance program and the -community anti-crime'-and-neighbor-
hood
nti-crime and -neighbor-
hood watch program are in jeopardy by this phase out;. and
WHEREAS, U. S. Sena`�Y Spark M. Matsunaga, in recognition of
curtailment of these critical funds', has introduced A -,'bill; to re-
.Kr establish a Federal Law Enforcement and, Criminal Justice assistance
j' program;.and
WHEREAS, the Senator's bill is intended to replace' the old LEAA
program which hau inequities in..bureaueratic reporting,..and..paperwork
.E._` requirements with expenditures on programs of questionable value; and
WHEREAS, the former LEAA-program's 90-10 Federal.' -'State, matching
;rte funds requirement proposed to be replaced by matching - F.
dollars in the now bill which. is designed to promote sincerity of
:t purpose by participants.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF,THE COUNTY OF
HAWAII that it wholeheartedly..supports the legislation,' ntroduced by
the Senator and urges its timetpassage.

BE IT FURTHER RESOLVED that the Council expresses•ias •deep
-' appreciation to the Senator for his initiative in pursuing, Federal
assistance so that the State of Hawaii and Hawaii County may benefit.
BE IT FURTHER RESOLVED that the Clerk of the County 'of Hawaii is
hereby instructed to forward a copy of this Resolution ',to 'the Honorable
M' Senator Spark M. Matsunaga and the Chairman of the U>:S: Senate
Appropriations Committee,
