Resolution
WHEREAS, the County of Hawaii has established a Traffic
Enforcement Task Force to work toward the reduction of traffic
accident incidence and fatalities; and
WHEREAS, since the inception of the Traffic Enforcement Task
Force in 1979, actual traffic accident incidence and fatalities have
decreased in spite of increases in the number of drivers and
automobiles on our highways, attributing to the effectiveness of the
active and highly visible activities of our task force; and
WHEREAS, Federal budgetary program cuts have mandated program
reductions and terminations resulting in the proposed cessation of
selective traffic enforcement efforts in the County of Hawaii; and
WHEREAS, Federal funding for enforcing our 55 mile per hour
speed laws which furthers our energy conservation needs and
reaffirms our recognition of safe and reasonable driving speeds,
still exists within our State, Regional, and National budgets; and
WHEREAS, these funds could be directed to effective law
enforcement activities especially on the island of Hawaii, where
approximately 83% of our State's 55 MPH highways are located,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it urges Congressional interest and concern as to the
application of Federal 55 MPH enforcement funding to the Hawaii
County Police Traffic Enforcement Unit.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit true copies of this resolution to the Honorable Daniel K.
Inouye, U. S. Senator; the Honorable Spark M. Matsunaga,
U. S. Senator; the Honorable Daniel K. Akaka, U. S. Congressman; the
