Resolution No. 81
AUTHORIZING THE FILING OF AN APPLICATION
WITH THE U. S. DEPARTMENT OF AGRICULTURE,
SOIL CONSERVATION SERVICE, FOR GRAN'T'S UNDER THE
WATERSHED PROTECTION AND FLOOD PREVENTION PROGRAM
WHEREAS, pursuant to the federal Watershed Protection
and Flood Prevention Program, the U. S. Department of
Agriculture (USDA), through its Soil Conservation Service
(SCS), is authorized to make grants to public entities to aid
in the provision of watershed protection and flood prevention
services in communities; and
WHEREAS, the financial assistance from the USDA is
desired to aid in the operation and administration of the
County of Hawaii's Glenwood Watershed Flood Control Project; and
WHEREAS, under the County of Hawaii's Glenwood
Watershed Flood Control Project (the "Project"), the County of
Hawaii intends to have prepared a feasibility study for works
of improvement for the Project as a co -applicant with the Puna
Soil and Water Conservation District; now, therefore,
BE IT RESOLVED by the Council of the County of Hawaii
that it does hereby authorize Herbert T. Matayoshi, Mayor of
the County of Hawaii, or his duly authorized representative, to
file an application on behalf of the County of Hawaii with the
USDA (SCS) for a feasibility study as outlined hereinabove to
aid in the operation and administration of the County of
Hawaii's Glenwood Watershed Flood Control Project. The Mayor
or his representative is also hereby authorized to furnish such

information as may be requested by the USDA, SCS, or the State
of Hawaii Department of Land and Natural Resources in
connection with the application which is herein authorized to
be filed; and further, the Mayor or his representative is
authorized to execute all documentation necessary to complete
the feasibility -study. Implementation of any project pursuant
to the study shall require further authorization by the Council.
BE IT FURTHER RESOLVED that the County Cleric be and
he is hereby directed to forward a copy of the resolution to
the U. S. Soil Conservation Service (Honolulu and Hilo), the
State Department of Land and Natural Resources, Puna Soil and
Water Conservation District and to any interested government or
government agency.
