Resolution No. 219 81
WHEREAS, the combined effort of President Ronald
Reagan, members of Congress and many officials of
State and local governments resulted in the re-enact-
ment of general revenue sharing for another three years
from September 30, 1981 to 1983; and
WHEREAS, the County of Hawaii receives about $2.5
million a year from this source and appropriates these
funds for essential police and fire services; and
WHEREAS, the general revenue sharing program has the
lowest administrative costs of any of the federal assis-
tance programs, is distributed on a fair and equitable
basis, and provides recipient jurisdictions much needed
flexibility in delivering locally determined services
and programs; and
WHEREAS, general revenue sharing funds relieves the
property tax payer of having to pay an even higher tax
bill for local services; and
WHEREAS, there is a proposal to cut general revenue
sharing funds by 12 percent as of January 1, 1982.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY
OF
HAWAII, that
we strongly
urge President Ronald
Reagan
and
Congress to
maintain the
current funding
level of the general revenue sharing program at least
through the reauthorized period ending on September 30,
1983; and
BE IT FURTHER RESOLVED that the County Clerk be and
he is hereby directed to send a certified copy of this
Resolution to President Ronald Reagan, Senate Majority
Leader Howard H. Baker, Speaker of the House Thomas P.
O'Neill, Senator Daniel K. Inouye, Senator Spark M.
Matsunaga, Representative Daniel K. Akaka, Representative
Cecil Neftel and Rich Williamson of NACo.
