HomeMy WebLinkAboutRES 116 Draft 01 1980-1984County of Hawaii - State of Hawaii Resolution WHEREAS, the State of Hawaii's Department of Health is mandated by the Hawaii Revised Statutes (Section 321-151) to be solely responsible for the coordination of a comprehensive statewide Emergency Medical Services (EMS) program; and WHEREAS, the County of Hawaii, through its Fire Department as an accommodation to the State, has been providing this needed service without benefit of a standard contract and, more importantly, without due compensation from the State since July 1980; and WHEREAS, this EMS program has proven to be necessary and effec- tive in saving lives, a fact that has been documented in testaments received from agencies and individuals who have experienced and benefited by specially trained and skilled experts in the field of EMS; and WHEREAS, this valued service presently available in Hilo, Keaau, Waimea, and Kailua-Kona, offers full ambulance service manned always by certified personnel 24 hours a day, 7 days per week, and includes the use of other vehicles, equipment and supplies; and WHEREAS, this "accommodation" to the State is costing the County in excess Of $1 million annually and such a financial participation of a program that is the responsibility of the State, is definitely not in the best fiscal interest of the County. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it urges the State Department of Health to enter into a contract with the County of Hawaii to provide an Emergency Medical Services System, retroactive to July 1, 1980, to enable the County to receive its due reimbursement Of monies for services rendered. BE IT FURTHER RESOLVED that copies of this resolution be remitted to The Honorable George R. Ariyoshi, Governor, State of Hawaii; George A. L. Yuen, Director of the Department of Health; Dr. Joel K. Sims,4EMS Systems Branch Chief; Mayor Herbert T. Matayoshi. and Fire Chief Shozo Nagao. Dated at Hilo, Hawaii, this 20th day of May, 1981.
