County of Hawaii - State of Hawaii
Resolution
WHEREAS, the Council .of the County of Hawaii is,very much
concerned about the ever-increasing maintenance costs associated
with the number of public facilities currently under the jurisdic-
tion of the County; and
WHEREAS, the County officials, both the Executive and Legisla-
tive branches, are bestowed the responsibility of public trust in
assuring the proper use, care and maintenance of all public
facilities; and
WHEREAS, budgetary constraints have had a negative impact on
the maintenance efforts of our County operating programs; and
WHEREAS, Ordinance No. 69, Hawaii County Code, relating to the
disposition procedures of real property owned by the County of
Hawaii does provide the flexibility to lease public property and
there have been inquiries by various organizations of the possibility
of leasing County facilities_
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it endorses the policy of considering the leasing of
public facilities to interested parties provided that the lease
conditions are in the best interest of the public.
BE IT FURTHER RESOLVED that the Mayor and his Administration
review their program requirements and earmark the following and any
other County -owned facilities which could be considered for lease:
(1) Hilo Drag Strip; (2) Equestrian Center; (3) Skeet and Trap Range;
and that within six (6) months after adoption of this resolution,
they submit their findings and recommendations to the County Council
for consideration and implementation.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit a copy of this resolution to the Honorable Herbert T.
Matayoshi, Mayor of the County of Hawaii.
