Resolution
WHEREAS, President Ronald Reagan's most recently proposed
budget cuts will adversely affect various State and County programs
should these budgetary reductions be implemented; and
WHEREAS,. of immediate concern is that the State of Hawaii will
likely lose 500 teaching positions, all other existing federally
school programs will be cut by 20 to 25 percent, and meal expenses
in Hawaii's public schools may be increased from 25 cents to 75 cents
and 50 cents for lunches and breakfast respectively; and
WHEREAS, these proposals come at a most critical time as the
Department of Education had already programmed the dropping of
157 teaching positions due to decreasing enrollment; and
WHEREAS, the overall ramifications of these pronouncements will
have a serious and detrimental impact not only because of the obvious
financial burden but they also jeopardize the cultural/ethnic, the
career, the vocational and the free milk programs, all of which are
targeted to benefit needy families and low-income students.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII,cognizant of the mandate that the State of Hawaii's consti-
tutional spending limitation will preclude the State from making
up this anticipated loss of federal money, requests that
President Reagan restore these a-ppropriations to the federal budget
in order that the health and well-being of our low-income population
will not be burdened with additional handicaps to their existing
disadvantaged status.
BE IT FURTHER RESOLVED that copies of this resolution be
transmitted to President Ronald Reagan; Budget Director David Stockman
and Governor George R. Ariyoshi.
