Resolution No. 126 81
PROPOSED RESOLUTION - LOW/MODERATE INCOME HOUSING
WHEREAS, the availability of affordable housing for Big Island
residents is becoming an increasingly acute problem, particularly
for the low and moderate income households and especially within the
Kona area; and
WHEREAS, the shortage of affordable housing units is creating
hardships for the low and moderate income households by causing them
to live in crowded conditions and/or to pay a disproportionate share
of their income for shelter; and
WHEREAS, the adopted County of Hawaii General Plan Housing
element includes the following policies:
"A volume of construction and rehabilitation of housing
sufficient to meet growth needs and correct existing
deficiencies shall be promoted.
"The use of new housing design and construction shall be
encouraged to keep housing costs at a minimum and to
increase the volume of production through the further use
of technological innovations.
"Corporations and non-profit organizations shall be
encouraged to participate in Federal programs to provide
new and rehabilitated housing for low and moderate income
households and the elderly.
"The County shall make maximum utilization of all Federal
and State programs and disseminate information on these
available assistance programs to the public, financial
institutions, supply houses, and developers.
"Public and private programs intended to increase the
supply of housing and to create a variety of choice shall
be encouraged.
"The County shall review its codes and ordinances to see if
there are overly stringent restrictions which may impose
unnecessary hardship.
"It shall be the policy of the County to study measures for
curbing speculation practices and for reducing housing
costs;" and
WHEREAS, there currently exists a shortage of approximately
2,650 housing units that are affordable by the low and moderate
income residents of Kona; and
WHEREAS, it is projected that the economic development of the
area will generate a need for approximately 250 additional low and
moderate income units every year through the year 2000 in Kona; and
WHEREAS, these hardships imposed upon approximately 40% of the
current Kona population and an estimated 70% of the residents who
will establish households in Kona through the year 2000 is contrary
to the public welfare; and
WHEREAS, a responsible program for economic development must
include a pronounced effort and the means for producing affordable
housing for those employed in the developing industries; and
WHEREAS, proposals for the development of the necessary low and
moderate income housing units must compete with other types of
development for the necessary, but limited, scarce development
resources, and in Kona particularly for the availability of potable
water supplies.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the production of a sufficient number of housing units
which are affordable by low and moderate income households shall
have the highest priority among all development types particularly
in the Kona area-,
BE IT FURTHER RESOLVED that all appropriate departments and
commissions of the County of Hawaii be requested to review and
revise as necessary their respective rules, regulations, procedures,
and practices to aid in reducing the cost of housing, particularly
in the Kona area, and that low and moderate income housing projects
shall have the highest priority in their respective operations;.
BE IT FURTHER RESOLVED that copies of this resolution shall be
forwarded to the Mayor of the County, all department heads, and the
appropriate County commissions.
