SUBJECT: Resolution Approving the Nomination of Romy Cachola to the National
Association of Counties (NACo) Board of Directors
Attached is a resolution approving the nomination of Honolulu City and County Council
Member Romy Cachola to the NACo board of directors for the 2009 - 2010 term.
Pursuant to Hawai'i State Association of Counties (HSAC) and NACo bylaws, the member
counties, via their county councils, must approve an HSAC-selected nominee to the NACo
Board of Directors. In the past, the Hawai'i County Council has provided such approval through
a motion made in accordance with a communication issued by its HSAC representative
providing the HSAC-selected nominee.
For this term, both Kaua'i County and the City and County of Honolulu have provided approval
by passage of a resolution. To be consistent with the procedure of our fellow counties, a similar
resolution has been submitted for approval by the Hawai'i County Council.
Due to time constraints, I am asking that this matter be waived from committee and placed on the
October 7, 2009 agenda of the full council.

RE: Resolution No. 236-09 : A Resolution Approving Honolulu City and County
Council Member Romy Cachola to the Board of Directors of the National Association of
Counties
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai'i, this written request is submitted with my approval that the above-referenced matter be
waived from the Public Works and Intergovernmental Relations Committee to the full Council
for immediate action. In reviewing this matter, timely approval is crucial. It is therefore
advantageous that approval is granted and the matter be placed onto the next Council agenda for
review. However, in the event this request is denied, for whatever reason, I understand the
matter shall be referred to the Public Works and Intergovernmental Relations Committee for
placement on its future agenda.
