Naeole, Councilmember 5th District ;r";~ V" ' V ' y A Resolution for Exemptions to Mandatory Vaccinations !\ ; Date: To: Please find attached a resolution requesting that federal and state representatives amend vaccination public emergency laws to include exemptions for citizens who do not want them. It is appropriate to review one's right of exemption given the possibility of a federally mandated vaccination program. It is alleged that the live virus swine flu vaccine currently being prepared is neither adequately tested, proven safe or effective, is non-insurable, and because of the well-known phenomena of 'Secondary Transmission' may actually increase the transmission of the virus. The purpose of this resolution is to protect citizens who object to mandatory vaccinations for any reason from the forced vaccination programs. I have received information that there is an unvaccinated population of people in the community, which have up to this date posed no threat. This resolution would recognize those citizens' right to decline vaccination. This resolution is an effort to evoke intelligent discussion based on scientific fact and law, and encourage State and Federal representatives to amend all Hawai'i Public Health Emergency legislation to include exemptions to vaccination.
