WHEREAS, many of the beach, shoreline and waters of the
Island of Hawaii have been made accessible to the public through
the efforts of the County of Hawaii and various public -access
groups, to provide the public with freedom of movement to the
sea; and
WHEREAS, in light of these public needs, the County of
Hawaii and various public -access groups as Hui Mamalahoa, Ka'u
Sportsmen's Club, Na Ala Hele, Friends of Kuka-SPOKA, Sierra
Club, and other citizens and organizations, are continuing to
work together to resolve the problem of lack of public access;
and
WHEREAS, the above-mentioned public -access groups believe
there is also a need to increase public awareness of their
responsibility to keep the public rights-of-way free of litter;
and
WHEREAS, as part of the public awareness campaign, Hui
Mamalahoa will spearhead a clean-up campaign of Kohala's surfing
and fishing spots on October 31, 1981.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it expresses its deepest appreciation to the
various organizations for assisting the County of Hawaii in
making beaches and shorelines accessible to the public.
BE IT FURTHER RESOLVED that the County Council officially
recognizes October 31, 1981, as "Public Access Day" and extends
its thanks and appreciation to the above-mentioned groups for
undertaking the clean-up campaign of public rights-of-way for
the third year.
BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii send a true copy of this resolution to Hui Mamalahoa,
Ka'u Sportsmen's Club, Na Ala Hele, Friends of Kuka-SPOKA, and
the Sierra Club.
