Resolution No. 144 81
WHEREAS, with the collapse of the short-lived sugar boom
of 1974-75, Tourism overtook sugar as the number one industry
on the Big Island; and
WHEREAS, tourism today employs more than 3,000 residents
with an annual payroll of $27 million and generating more than
$150 million in annual sales on the Big Island; and
WHEREAS, after a decade of impressive growth, tourism
registered its first decline in 1979 when the number of west-
bound visitors dropped from a record high of 908,983 visitors
in 1978 to 862,400 in 1979; and
WHEREAS, the decline has continued to accelerate since
1979 with little prospects for improvement in the immediate
future; and
WHEREAS, of all the Counties in the State, the County of
Hawaii has been the hardest hit with the fewest number of
visitors and the lowest hotel occupancy rates; and
WHEREAS, many of the hotels with occupancy rates of 390
or less has resorted to laying off employees and/or reducing
employee working hours in order to survive; and
WHEREAS, unless the visitor situation improves, some of
these hotels will soon be closing their doors temporarily or
permanently and aggravating an already serious unemployment
situation.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it takes the necessary actions to assist the
Visitor Industry by;
1) declaring that tourism is a top priority item for the
County of Hawaii during FY 1981-82;

developing effective and
meaningful programs and projects to promote the Big
Island, improve visitor awareness and satisfaction
and revive the Aloha Spirit; and
3) committing adequate funding for promotion, beautifi-
cation projects, facilities, etc.
BE IT FURTHER RESOLVED that true copies of this resolution
be transmitted to the Mayor of the County of Hawaii, the Hawaii
Visitors Bureau, Hawaii Island Chamber of Commerce, Japanese
Chamber of Commerce, Kona Coast Chamber of Commerce, Hawaii
Hotel Association, Hawaii Chapter and the ILWU.
