Action: Chr. Yamashiro took Resolution off Council's agenda.
The reason was that the Managing Director's office informed
him that the Dept. of Research & Development will be moved
out of the County Building to make space for the Corporation
Counsel's office thereby freeing up the present space for
the Legislative Auditor's department downstairs.
if this is the case, there will be no need for the cost study
asked for by this resolution.

Resolution
WHEREAS, the County Building is an architectually unique and
beautiful building but somewhat impractical to serve as the nerve center
of County Government operations with its generous open space areas and
limited office space areas; and
WHEREAS, although the building was adequate in serving the needs
of the public and the various County agencies when it was completed in
1966, little or no provisions were made for future expansions to accommo-
date projected growth in services, operations and employees; and
WHEREAS, the increasing demands for additional office space over the
years have resulted in very cramped working conditions and the disloca-
tion of several agencies within the building; and
WHEREAS, the problem is especially acute in the Office of the Legis-
lative Auditor where cramped, makeshift office spaces are shared with
a section of the Corporation Counsel's office; and
WHEREAS, with some imagination and planning, certain rarely utilized
open -space areas within the building can be renovated to provide much
needed office spaces that are aesthetically pleasing and inexpensive,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it directs the Department of Public Works to develop a cost
study .for the construction of office spaces at the upper-level makai
lanai area of the County Building and that it be submitted to the Council
by July 1, 1981.
BE IT FURTHER RESOLVED that the Department of Public Works give every
consideration in maintaining, as much as possible, the aesthetics of the
building when developing the plans and cost estimates for the renovations.
BE IT FURTHER RESOLVED that copies of this Resolution be transmitted
to the Mayor and Chief Engineer of the County of Hawaii.
