WHEREAS, the State of Hawaii is situated in the middle of
a vast ocean as to make it extremely vulnerable in case of an
emergency; and
WHEREAS, much as we dread and abhor such a happening, the
crisis clouds of international strife are gathering once again
with the focus in the Middle East; and
WHEREAS, in the event of a cut-off or curtailment of surface
transportation, commerce by air would be extremely costly and
prohibitive; and
WHEREAS, it would be an integral part of the national defense
effort for the people of Hawaii to provide for .their :own needs.as
much as possible.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it urges all agencies, public and private, to go into a
concerted program of production of food and other necessities to be
prepared for any eventuality.
BE IT FURTHER RESOLVED that government agencies at all levels
go into a crash program of water development and storage in Hawaii
County by constructing reservoirs profusely at strategic locations
for irrigation and domestice use_
BE IT FURTHER RESOLVED that the County of Hawaii do everything
possible by enlisting the aid of the State and Federal governments
to attain self sufficiency to the highest possible level.

BE IT FURTHER RESOLVED that (1) the County administration
address the issue in earnest and prepare a plan of action; (2) this
plan shall include a working scheme for the production and storage
of food and other necessities; (3) plans shall be made in coordination
with the State and Federal governments for setting up farms for the
production of such crops as corn for livestock, potatoes and onions;
(4) emphasis shall be laid upon the utilization of state and federal
lands for the above pro3ect; (5) emphasis shall also be laid upon
developing a vast water supply system of reservoirs and transmission
lines; and (6) that a report be submitted to the Council by the
County administration on this matter at the earliest possible date.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
forward copies of this resolution to the Administration.
