HomeMy WebLinkAboutRES 153 Draft 01 1980-1984County of Hawaii State of Hawaii Resolution No.153 Bi WHEREAS, the Tenth Legislature approved the 1979 State budget by enacting Act 214, which included an appropriation of $100,000 to the County of Hawaii for the construction of a Hilo Youth Shelter Facility; and WHEREAS, these funds were intended to provide a new facility to complement the Salvation Army's Hilo Interim Home which presently serves as an emergency and a short-term center for teen-agers'who are runaways, law violators and/or victims of abuse; and WHEREAS, the Salvation Army is receptive to leasing to the State or the County at a token or nominal rent, a portion of its land where the present Hilo Interim Home is located for the purpose of constructing a youth shelter facility; and WHEREAS, such an offering would eliminate the costly land acquisition consideration and enable the re -direction of more of the funds towards the building of a better facility and conveniently augment the neighboring Hilo Interim Home operations; and WHEREAS, it was the intent of the Legislature to improve upon the overall youth shelter program on this island and this goal can be achieved by allowing the use of this appropriation to construct a facility -on the property site generously offered by the Salvation Army; and WHEREAS, it would be mutually beneficial to the county, the state and to the youth shelter program to favorably consider this proposal and exert every effort to comply to the legislative intent as stated in Act 214. EO NOW, THEREFORE, BE IT RESOLVED, THAT THE COUNCIL OF THE COUNTY OF HAWAII requests that the needed legal clearance, statutory revisionor gubernatorial authority, whichever is more expeditious be processed and that Governor George R. Ariyoshi be asked to effectuate the early release of the $100,000 so that the Hilo Youth Shelter Facility can be built. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii remit true copies of this resolution to Governor George R. Ariyoshi; State Attorney General, Tany S. Hong; Mayor Herbert T. Matayoshi; Senators Dante K. Carpenter, Richard Henderson, John T. Ushijima; Representatives Andrew Levin, Richard Matsuura, Herbert Segawa, Yoshito Takamine, Virginia Isbell; Jenny Gossert of the Hilo Interim Home; and Major Kenneth Hood of the Salvation Army.
