Resolution No. 1-52 s1
WHEREAS, the Farmers Home Administration (FmHA) of the
U. S. Department of Agriculture has since October of 1978,
established its state administrative office here in the City of
Hilo; and
WHEREAS, FmHA through its various county offices has been
instrumental in building the economic and social base of many
rural communities, has helped to upgrade these same areas by
promoting economic development., and is more commonly known as the
agency that provides residential mortgage loans in rural environ-
ments at terms which low and moderate income people can afford; and
WHEREAS, this needed and important administrative services are
being performed by twenty staff members, mostly long time resi-
dents of Hilo, is the umbrella organization for five county offices
within
the state, and
also manages
similar
operations within the
Western
Pacific Region
located in
American
Samoa, Guam, Saipan
and the Trust Territories; and
WHEREAS, FmHA loan portifolio in such areas as home and farm
loans, business loan guarantees, and community grants is in excess
of $20 million dollars annually, makes it a vital economic factor
to our state, and such a`great responsibility can best be carried
out by an experienced and stable staff; and
WHEREAS, there is speculation that the FmHA administrative
office will be moving its operations to Honolulu which would mean
the possible loss or displacement of twenty jobs from Hawaii
County which already has the dubious distinction of having the
highest unemployment rate in the state; and

WHEREAS, such a proposal would not be in the best interest
of the majority of the twenty staff members, but more importantly,
the transition could adversely affect the operations and services
now provided by the FmHA administrative division.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL.OF THE COUNTY
OF HAWAII that it would like to urge that the FmHA administrative
office remain here on the Big Island as it is an on-going,
successful,- and effective operation, and relocating it anywhere
else would not be of benefit to the program itself and the people
involved.
BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii is instructed to remit copies of this resolution to
U. S. Secretary of Agriculture, John Block, and FmHA State Director,
Robert W. F. Choy.
