SUBJECT MARIJUANA ERADICATION MISSION FOR THE MONTH OF
AUGUST, 2009
The Hawaii Police Department conducted marijuana eradication missions
on August 17 -18, 2009, in East Hawaii and August 19, 2009, in West Hawaii
As required by Resolution No 46 -01, reports indicating the number of plants
eradicated and the number of complaints received from the public, the type of
complaint and the complaint disposition are attached

' Caller wish to make a complaint about a helicopter over his house, it bothered his children and made
them cry He stated the helicopter came down to about 150 feet and had been over his house for about
10 minutes

He stated that he appreciated the effort by HPD to remove the plants but asked that we stay further
from the houses I ensured him that in the future, I will be stressing the importance of our County I
polices on MJ eradication heights and distances from residences

Caller stated that she was "so hoping this would stop" She feels she has been harassed for the last
35 years She stated that she has not seen them nor have they flown over her house 'this time" but

Helicopter was droppping rappellers into numerous amounts of patches in the forested area behind
the subdivision

Caller wished more money was put into educating people not to use marquana and not eradication
She also stated that she think alcohol should be illegal also.

Caller wished to complain about the helicopters saying it was irritating and non -stop. She stated that it
had caused the dogs to bark and had woken up her child whom she had lust put to sleep She stated
that they had circled 3 or 4 times and were no longer in the area She further stated that her property
is in the tour helicopter path so they have a lot of traffic but those helicopters fly higher She asked
how we would like it if the roles were reversed

Caller stated that the helicopters were Flying over the tree line scanng her cows She stated that it is
agricultural land and they have no business being there. She further stated that some of her
neighbors may have Medicinal MJ and she does not support that but doesn't like the choppers either.

complainant and a voice message was left for him to return my call on 08 -20 -09 Via voice message
received on 08 -24- 09/0554 Hrs , caller reported helicopter noise in a non - specified area in South Kona
Complainant stated that aircraft were in the area for a 15 -20 minute period and did not provide any
descriptions of the helicopters

Caller did state in his voice message that the helicopters did appear to be maneuvering above the
1000' level Chief complaint was for the noise I made another attempt re- contact complainant 08 -24-
09 and 08 -27 -09 Attempts on both days resulted in my phone call being sent straight to complainant's
voice mail

Reports of constant overflights by helicopters usually between 5 00 p m and 7 00 p m Was unusual
to have noticed helicopters early in the morning and states that 4 helicopters lust flew over the property
and continued heading south According to complainant, approximate time frame of the helicopters
being in the area was a matter of seconds
