A RESOLUTION ENCOURAGING THE BUILDING OF A `COMMUNITY OF CHARACTER' IN
THE COUNTY OF HAWAII AND CO-SPONSORING SEMINARS ON CHARACTER-BASED
PRINCIPLES OF EFFECTIVE LAW ENFORCEMENT
WHEREAS, the people of the County of Hawaii desire to make our community a place where families
are strong, homes and streets are safe, education is effective, business is productive, neighbors care
about one another, and citizens are free to make wise choices for their lives and families; and
WHEREAS, a community with these honorable qualities demonstrate character in all sectors of the
community families, neighborhoods, schools, businesses, the faith community, law enforcement
agencies, local government and the media; and
WHEREAS, there is a need for positive citizen role models to help instill qualities such as
responsibility, honesty, and self-control; and
WHEREAS, the emphasis of positive character qualities in every sector of society will occur as
individuals commit themselves to exemplifying chazacter in their personal lives and inspiring others to
do the same; and
WHEREAS, when people fail to demonstrate character qualities and make wrong moral choices, the
health, safety and welfare of our citizens can be jeopardized, resulting in a financial burden upon the
taxpayers for the costs of law enforcement and the judicial process; and
WHEREAS, the Council wishes to initiate building a `community of character' in the County of Hawaii
beginning with itself and the law enforcement sector; and
WHEREAS, the Council desires to sponsor three one-day seminars with the Office of the Prosecuting
Attorney on the character-based principles of effective law enforcement to be attended by members of
the Police and Fire Departments, the Office of the Prosecuting Attomey, members of the County
Council, and limited members of the Honolulu, Maui and Kauai Police Departments in an effort to
introduce them to the subject concept; and
WHEREAS, the seminars will be presented by Sheriff Ray Nash of South Carolina and Franklin Smith,
President of Character Focus, two powerfully effective speakers who have trained countless law
enforcement officials throughout the United States and across the globe in the principles of police
dynamics; and
WHEREAS, the seminars, which total cost will range between $15,000 to $20,000, would be
underwritten by the County Council and partially recovered through co-sponsorship with the Office of
the Prosecuting Attorney and by assessing a seminar fee to each participant.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
it encourages the collaborative building of a `community of character' in every sector of the community
in the County of Hawaii.
BE IT FURTHER RESOLVED that, to begin this initiative, it supports sponsoring seminars for law
enforcement officials on the character-based principles of effective law enforcement.
BE IT FURTHER RESOLVED that it authorizes up to $20,000 be earmarked from Clerk-Council
Account No. 010-101-5101.02-115 to underwrite the cost of the seminars, which will be shared between
the Council, the Office of the Prosecuting Attorney, and seminar fees.
BE IT FINALLY RESOLVED that the Clerk of the County of Hawaii transmit copies of this resolution
to the Honorable Mayor Stephen K. Yamashiro, the Police Department, the Fire Department, the Office
of the Prosecuting Attorney, and the Finance Department.
