RESOLUTION N0. 213 f40
RESOLUTION CREATING SEVEN (7) POLICE OFFICER II
POSITIONS.
WHEREAS, by Resolution No. 262-94, five (5) Police Officer II
positions were created under the Police Hiring Supplement Program,
funded by the U. S. Department of Justice for the community policing
program; and
WHEREAS, by Resolution No. 264-96, another four (4) Police
Officer II positions under the Community Oriented Policing Services
(C.O.P.S.), Accelerated Hiring, Education and Deployment
(A.H.E.A.D.) were created; and
WHEREAS, by Resolution No. 186-97, an additional nine (9)
Police Officer II positions under the Community Oriented Policing
Services (C.O.P.S.), Accelerated Hiring, Education and Deployment
(A.H.E.A.D.) were created; and
WHEREAS, the U. S. Department of Justice has again granted
an additional award to create another seven (7) Police Officer II
positions to supplement the previous awards for the community
policing program; and
WHEREAS, these positions will not only complement the
community relations endeavors but will also focus on educating
youth about drugs through their direct participation with law
enforcement; and
WHEREAS, once these programs are established, the
community groups will carry the programs themselves; and the
police will serve in an advisory capacity; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County
Charter states that the Mayor has the power to "Create positions...for
which appropriations have been made by the council...".
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF
THE COUNTY OF HAWAII:
1. That seven (7) Police Officer II, PO-07, positions be created
in the Hawaii County Police Department, under the terms of the
COPS Universal Hiring Supplement Program.
2. That if future funding of the Police Officer II positions is not
received from the federal grant, the County will either continue
funding or abolish these positions.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Police, Finance and Civil Service.
