RESOLUTION NO.
241 09
A RESOLUTION REGARDING FUTURE INTERSECTION DESIGN OF THE QUEEN
KA' AHUMANU HIGHWAY PHASE II WIDENING.
WHEREAS, a right-in right-out intersection currently exists at the access to the
shoreline fronting Kohanaiki; and
WHEREAS, this access is considered to be less than optimal by the traveling public; and
WHEREAS, Phase II of the Queen Ka'ahumanu Highway Widening Project
contemplates this same access system for Huliko'a Drive, which serves more than 50 businesses;
and
WHEREAS, virtually all of these businesses are served by commercial trucking; and
WHEREAS, the proposed right-in and right-out intersections severely intrude on the
ability of our community to secure business and recreational safety; and
WHEREAS, local County concerns have been raised regarding the restricted-movement
intersections; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAW AI'I that both
of these intersections be reviewed by the Hawai'i County Council.
BE IT FURTHER RESOLVED that all subsequent State Department of Transportation
planning interface with Hawai' i County planning before implementation of any facilities on
Hawai'i Island.
BE IT FURTHER RESOLVED that Huliko'a Drive intersection remain a full-
movement intersection in the design of the Queen Ka'ahumanu Highway Phase II Widening.
BE IT FURTHER RESOLVED that the access to the shoreline at Kohanaiki be studied
to determine whether modifications can be made to allow for a full movement intersection.
BE IT FINALLY RESOLVED that the County Clerk shall forward copies of this
resolution to the Honorable Mayor William Kenoi, the Director ofthe Department of Planning,
the Director of the Department of Public Works, and the Director ofthe State ofHawai'i,
Department of Transportation.
