RESOLUTION NO.
242 09
A RESOLUTION REGARDING ISLANDWIDE BICYCLE SAFETY.
WHEREAS, bicycling and other physical recreational sports (such as the Ford Ironman
World Championship) contribute to the economy and the character of this Island; and
WHEREAS, these activities may influence the present and future planning of our
communities; and
WHEREAS, recent highway improvements within and around Kailua Village have
included striping for both automobile and bicycle traffic; and
WHEREAS, bicycles and automobiles should not be considered compatible when
operated within the same system especially in notable areas where significant danger may exist;
and
WHEREAS, accidents have resulted where coexistence occurs, and in the future may
eventually result in serious injury or fatality; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAW AI'I that it
will initiate near-term remedies for those areas deemed hazardous, and address long-term design
and planning for a safe bicycle system.
BE IT FURTHER RESOLVED that the Hawai'i County Council promote the process
of visioning the bicycle system as a predominant feature ofIslandwide planning.

BE IT FINALLY RESOLVED that the County Clerk shall forward copies of this
resolution to the Honorable Mayor William Kenoi, the Director ofthe Department of Public
Works, the Honorable Governor Linda Lingle, and the Director of the Hawai'i State Department
of Transportation.
