A RESOLUTION ENCOURAGING THE MAYOR TO HIRE A QUALIFIED
PERSON TO SERVE AS THE COORDINATOR FOR THE PLANNING,
DEVELOPMENT, NEGOTIATION, PURCHASE, INSTALLATION AND
OPERATION OF THE FEDERALLY MANDATED ISLAND-WIDE RADIO
TOWER SYSTEM
WHEREAS, the County of Hawaii is facing a federally mandated deadline to have
a technologically updated radio communication system in place and operating by 2013; and
WHEREAS, the current radio communication system owned and operated by the
County of Hawaii is outdated and obsolete; and
WHEREAS, the Hawaii County Capital Improvements budget contains a line item
fora 700 mhz Radio Upgrade Project to address the mandate; and
WHEREAS, the estimated cost to plan, design, purchase and install the components
of this system is approximately $89,000,000; and
WHEREAS, the impact statement for the project recommends creating a position for
a radio/wireless data engineer to provide policy and technical guidance; and
WHEREAS, compliance with the mandate requires a highly sophisticated level of
knowledge and understanding of current and future technology in order for our new radio
system to function efficiently and effectively; and
WHEREAS, the system must be tailored for the needs of this County and its
departments, taking into consideration the vast topographical challenges of our island; and
WHEREAS, the new system must integrate appropriate existing structures and allow
inter-operability with the existing and future systems of other agencies, and
WHEREAS, within the existing County personnel, there is no one who has the
requisite level of technological knowledge and expertise, including the ability to coordinate
related structural, topographical and mechanical challenges, to oversee the purchase and
installation of a radio system of this caliber,; and
WHEREAS, our United States legislators are strongly urging our county officials to
hire someone with the necessary knowledge and expertise in order to competently
coordinate and expedite the purchase and installation of the system in order to meet the
mandated deadline; and
WHEREAS, the process to select a qualified project coordinator must begin
immediately in order to fill the position in a timely manner; and
WHEREAS, the individual selected should possess an understanding of a wide range
of technology and equipment that is available and suitable for the purposes of the County of
Hawaii, and should not necessarily be a representative of any specific manufacturer,
company or product line; and
WHEREAS, the project coordinator must be willing and able to review, utilize and
integrate appropriate portions, if any, of existing studies and plans that have been made for
the project; and
WHEREAS, the hiring of the project coordinator is under the purview of the Mayor;
now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
the Mayor is encouraged to direct his administration to begin the process to find, select and
hire a qualified person who possesses the requisite knowledge, credentials and skills to
coordinate and oversee the planning, selection, negotiation, purchase, installation and
maintenance of a County-wide radio system that meets the federal requirements.
BE IT FURTHER RESOLVED that this person will be tasked with ensuring that
the radio system that is selected and installed will allow inter-operability with existing
systems and future expansion of the system.
BE IT FURTHER RESOLVED that the Director of Finance is hereby authorized to
snake the necessary arrangements in accordance with the terms of this resolution.
BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Honorable Mayor William Kenoi, the Director of Finance, the Chief of the
Fire Department, the Chief of Police, the Director of Civil Defense, the Honorable Senator
Daniel K. Inouye, Honorable Senator Daniel K. Akaka, the Honorable Congressman Neil
Abercrombie and the Honorable Congresswoman Mazie Hirano.
