Re: Capital Budget
Enclosed is a bill for an ordinance adding the Hawaiian Ocean View Estates (HOVE)
Water Facilities Project for $400,000 to this fiscal year's Capital Budget. In fiscal year
2006, the State of Hawaii appropriated $6 million to develop a potable water source for
the Hawaiian Ocean View Estates. The County of Hawaii Department of Water Supply
(DWS) administered the contracts utilizing these funds. The first contract was to drill and
test an exploratory well, and the second one was to design and build the production
facilities. The current design and build contract includes a 100,000 gallon reinforced
concrete reservoir and 1 standpipe. However, this additional appropriation of $400,000.00
will increase the reservoir size to 300,000 gallons and provide for an additional standpipe
for water haulers. These revisions will enhance the current design to allow for future
expansion of the water system.
Since the project's contract is ready to go, the Department of Public Works is requesting a
waiver from the Finance Committee and to have this bill heard at the next Council meeting
scheduled for October 7, 2009.

A. REQUEST:
An ordinance amending Ordinance 09 -65, The Capital Budget, by adding an appropriation for Hawaiian
Ocean View Estates (HOVE) Water Facilities Project in the amount of $400,000.00.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
In FY 2006 the State of Hawaii appropriated $6 million to develop a potable water source for Hawaiian
Ocean View Estates (HOVE). The County of Hawaii Department of Water Supply (DWS) administered 2
contracts utilizing these funds. The first was to drill and test an exploratory well, and the second was to
design and build the production facilities. The current design build contract for $3,395,813.00 includes a
100,000 gallon reinforced concrete reservoir and 1 standpipe.
An additional $400,000.00 is required to increase the reservoir size to 300,000 gallons and provide an
additional standpipe for water haulers. These revisions will enhance the current design to allow for future
expansion of the water system
We are requesting to waive hearing this Bill at the Finance Committee and proceed directly to Council, as
the project contract is ready to go.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii,
this written request is submitted with my approval that the above - referenced matter be waived from
the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely
approval is crucial. It is therefore advantageous that approval is granted and the matter placed onto
the next Council agenda for review. However, in the event this request is denied, for whatever
reason, I understand the matter shall be referred to the Committee on Finance for placement on its
future agenda.
