Although this resolution provides a list of priority projects, it does not provide any pertinent details on the projects that will help our Congressional delegation to understand why these projects are important to our districts, where they are located, or how much they are projected to cost. I would like to propose that we attach "Exhibit A" to the resolution and amend the sixth "WHEREAS" clause to reflect this change. The proposed amendment is illustrated via Ramseyer format to read as follows: "WHEREAS, this priority list as shown in detail in "Exhibit A," will be sent to our Congressional delegation for the 2010 Congressional budget session; and" I would also like to amend the "BE IT FINALLY RESOLVED" clause to include "the Honorable" before each title. The proposed amendment is illustrated via Ramseyer format to read as follows: "BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this resolution to the Honorable Senator Daniel K. Akaka, the Honorable Senator Daniel K. Inouye, the Honorable Representative Neil Abercrombie, the Honorable Representative Mazie K. Hirono, and the Honorable Mayor William P. Kenoi." Upfe gp A RESOLUTION URGING CONGRESS TO SUPPORT AND PROVIDE FEDERAL FUNDING FOR THE HIGHEST PRIORITY CAPITAL IMPROVEMENT PROJECTS IN THE COUNTY OF HAWAII WHEREAS, the statewide unemployment rate for May 2009 was 7.4 percent with Hawaii County's unemployment the highest at 10.4 percent; and WHEREAS, funding capital improvement projects will help to stimulate the Big Island economy at a time when it is most needed; and WHEREAS, the Hawaii County Council has created a list of capital improvement projects throughout the Big Island that are in need of funding; and WHEREAS, the Hawaii County Council feels that the most effective way to gain the support of Congress is to submit one priority list as a unified Council rather than nine separate lists from each district; and WHEREAS, the capital improvement projects are ranked by priority as follows: 1. Laupahoehoe Point Access Road Improvement 2. Mid-Level Road (Ane Keohokalole Highway) 3. `Ainaloa Waterline Installation 4. La`aloa Street Extension (Kailua-Kona) 5. South Kona Police Station (Captain Cook) 6. Kahuku Park Community/Senior Center and Gym 7. County-Wide Radio Tower Installation 8. Kawailani Street Improvements (`Iwalani St. to Pohakulani St.); and WHEREAS, this priority list, as shown in detail in "Exhibit A," will be sent to our Congressional delegation for the 2010 Congressional budget session; and WHEREAS, each Council Member is responsible for providing documentation (e.g., plans and designs, maps, costs, etc.) of their district project upon request by our Congressional delegation; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Hawaii County Council respectfully requests that Congress support and provide Federal funding for the priority projects listed above. BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this resolution to the Honorable Senator Daniel K. Akaka, the Honorable Senator Daniel K. Naeole Dennis "Fresh" Kawailani Street Improvements (`Iwalani 3 & 4 Onishi St. to Pohakulani St.): Dominic Yagong Laupahoehoe Point Access Road 1 Improvement: J Yoshimoto Ainaloa Waterline Installation: To install a 3-1-6: 97 & 99 3 & 5 $5 million waterline from State Highway 130 along (construction) Ainaloa Boulevard to Wood Rose Drive in the Ainaloa Subdivision in order to provide water to residents and to the proposed Ainaloa Volunteer Fire Company. Fire hydrants will also be installed every 600 feet.
