RESOLUTION N0. 223 00
RESOLUTION CREATING A DATA PROCESSING SYSTEMS
ANALYST I POSITION
WHEREAS, the City and County of Honolulu is presently moving toward
decentralization of the statewide Real Property Tax System, with each county
becoming responsible for its own system; and
WHEREAS, the County of Hawaii currently pays $280,000 a year to the
City and County of Honolulu for processing overhead and technical support
activities and software licensing fees; and
WHEREAS, the County of Hawaii is currently implementing a $2 million
project for the complete conversion of the existing Real Property Tax System to
in-housing processing; and
WHEREAS, the tax assessment, tax administration, and billing and
collections components will be integrated into the new system for the first time;
and
WHEREAS, data conversion, parallel testing and staff training, being
multi-faceted tasks, will increase the workload on staff time; and
WHEREAS, for the past year and a half, the Data Systems Department has
provided extensive technical support for this new system; and
WHEREAS, the scope and technical support requirements will exceed the
current resources of the one person that has been assigned specifically to this
project; and
WHEREAS, an additional person is required to ensure success during
implementation and long-term operation and to enable planning, developing,
and interfacing the new real property tax system with other County applications
in the future; and
WHEREAS, funds are available in the Regular Salaries & Wages account
of the Data Systems Department, account 010-118-5118.01-011; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states
that the Mayor has the power to "Create positions...for which appropriations
have been made by the council...".
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that a Data Processing Systems Analyst I, SR-22,
position be created in the Data Systems Department.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the Departments of Data Systems, Finance and Civil Service.
