RESOLUTION NO. 247 09
RESOLUTION CREATING A PROGRAM MANAGER POSITION FOR THE
OFFICE OF MANAGEMENT
WHEREAS, the County of Hawai'i was awarded a Hawai'i Strategic Prevention
Framework-State Incentive Grant (SPF-SIG) by the State of Hawai'i Department of
Health's Alcohol and Drug Abuse Division; and
WHEREAS, this project is intended to assess, build capacity, and plan for
implementation of evidence based underage drinking prevention activities in Hawai'i
County; and
WHEREAS, the project scope calls for the creation of a coordinator position, which
will be fully funded under this grant; and
WHEREAS, the "Program Manager" position's class specification states that this
position is located at the departmental or division level, with responsibility to oversee
and/or to plan, develop, implement, and evaluate activities for one or more of the
department's programs; and
WHEREAS, creating a Program Manager, SR-24, position, would ensure that a
comprehensive plan of activities and strategies for the prevention of underage alcohol
consumption is developed by governmental, private, and community organizations; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawai'i County Charter states that
the Mayor has the power to "Create positions...for which appropriations have been made
by the council...".
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAI'I that a Program Manager, SR-24, position be created for the Office of the
Management.
BE IT FURTHER RESOLVED that funds for this position are available from the
Hawai'j Strategic Prevention Framework-State Incentive Grant (SPF-SIG).
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the
Departments of Finance, Human Resources, and Office of Management.
