Re: Resolution Creating Position
Last fiscal year, the County of Hawai'i was awarded the Hawai'j Strategic Prevention
Framework-State Incentive Grant (SPF-SIG) by the State of Hawai'i Department of
Health's Alcohol and Drug Abuse Division. This project is intended to assess, build
capacity, and plan for implementation of evidence based underage drinking prevention
activities in Hawai'i County. The project scope calls for the creation of a coordinator
(Program Manager) position which will be fully funded under this grant. Grant funding for
this project was originally placed in the Office of the Prosecuting Attorney's FY2008-09
and FY2009-10 approved operating budget but they are in the process of being
transferred, along with the control and responsibility, to the Office of Management.
Enclosed is a resolution that creates a Program Manager position for the Office of
Management.

A. REQUEST:
Requesting a resolution to create a Program Manager position for the Office of Management. This exempt
temporary position is fully funded by the Hawai'i Strategic Prevention Framework-State Incentive Grant, from
the Alcohol and Drug Abuse Division.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The County of Hawaii was awarded federal funds for the Hawaii Strategic Prevention Framework-State
Incentive Grant (SPF-SIG) by the Alcohol and Drug Abuse Division of the Department of Health. This project
is intended to assess, build capacity, and plan for implementation of evidence based underage drinking
prevention activities in Hawaii County. The project scope calls for the creation of a coordinator (Program
Manager) position. Grant funding for this project was originally placed in the Office of the Prosecuting
Attorney's FY2008-09 and FY2009-10 approved operating budget. The funds of the project (along with the
control and responsibility) are being transferred to the Office of Management in another council transmittal.

This position serves as the program manager responsible for the County's program regarding the reduction and prevention of
underage alcohol consumption by youth ages 12-17. The manager will survey and assess the magnitude of the problem; identify
the community needs, service gaps, and related problems; and work with governmental, private, and community organizations to
develop a comprehensive plan of activities and strategies for the prevention of underage alcohol consumption.

Under the Hawai'i Strategic Prevention Framework (HI-SPF), the manager shall address the objective of the State's incentive. \

. Develops and implements plans, strategies, and activities to build prevention capacity, address identified needs, and

Traininq and Experience: A combination of education and experience
substantially equivalent to graduation from an accredited college or university with a
baccalaureate degree in public administration, business administration, or a field
pertinent to the department's programs and activities. Three (3) years of professional
experience that involved the conduct of studies and analyses of programs or projects
pertinent to that of the department's programs through active participation in the
planning, coordination, development, implementation, and/or evaluation process
which demonstrated the ability to identify information needs, collect and analyze
