Comm. 546: A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
(Res. 246-09) AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO
A DESIGNATED FUND ACCOUNT(S) (transfers $1,063,950 from the Office of the
Prosecuting Attorney's State Incentive Grant account, and credits same to the Office of
Management's Strategic Prevention Framework - State Incentive Grant account. This
award from the Alcohol and Drug Abuse Division of the State Department of Health is
being transferred so that the Mayor's Office can assume control and responsibility for
planning and implementation of underage drinking activities in Hawaii County)

County calls for the creation of a coordinator position, which will be fully funded with
grant funds)

Comm. 548: RESOLUTION AUTHORIZING THE ACCEPTANCE OF A MONETARY
(Res. 248-09) DONATION OF $1,000 TO THE HAWAII FIRE DEPARTMENT (part of Wal-Mart
Hilo's "Community Grant" program, these funds will be used to purchase educational
materials relating to fire and injury prevention)

Notice is hereby given that pursuant to Hawaii Revised Statutes (hereinafter "HRS") §92-3.5, the Hawaii
County Council will be conducting this Committee meeting via videoconference. Councilmembers will be
present at the following locations:
• Sheraton Keauhou Bay Resort & Spa, 78-128 Ehukai Street, Kona; and
• County Councilroom, Ben Franklin Tower, 2"d Floor, 333 Kilauea Avenue, Hilo.
Public Attendance Via Videoconferencing is available at the locations above and at the Waimea Council
Office at the Holomua Center, 64-1067 Mamalahoa Highway, Suite 5 until 4:30 p.m., or later in the event
public witness testimony has not been completed. If audio stream between Kona and Hilo is lost for more
than a short period of time, the meeting will be terminated.
Submitting Testimony: Those wishing to testify in person must register with the County Clerk's staff.
Those submitting written testimony at the meeting should bring fourteen (14) copies for distribution.
Testimony may also be submitted (1) by mail to the County Clerk's Office in Hilo at 25 Aupuni St., Hilo,
Hawaii, 96720; (2) by facsimile to (808) 961-8912; or (3) by e-mail to counciltestimonykco.hawaii.hi.us.
Please submit separate testimony for each item. Copies will be distributed at the meeting only if they are
received before 12:00 noon on the business day prior to the meeting. All oral and written testimony will
be made a part of the public record.

Human Services and Economic Development, Environmental Management, and Finance Committee
meetings - Tuesdays, October 13 and 20, 2009 at 7:00 a.m. and 6:30 p.m.; and Public Safety and Parks &
