RBSOLUTION AUTHORIZING THB OFFICB OF THE MAYOR TO ENTER INTO AN INTERAGBNCY
AGRSBlfBNT WITH THB CITY AND COUNTY OF HONOLULU, PURSUANT TO HRS 46-7.
WHBREAS, Chapter 1, Article 8, Revised Ordinance of Honolulu 1990,
requires that when carrying out the provisions of any intergovernmental
agreement, all applications and/or amendments thereof, statistical data
programs, reports or other official communications which support the
application and which are required to be provided by the City and County of
Honolulu or its component departments to any other governmental or
quasi-governmental agency shall first be presented to the Council for its
review and approval prior to its transmittal; and
WHBRBAS, the Honolulu Police Department (hereinafter HPD), the
Hawaii County Police Department (hereinafter HCPD), the Piaui Police
Department (hereinafter MPD), the Kauai Police Department (hereinafter KPD),
the Hawaii National Guards (hereinafter HING), and the Drug Enforcement
Administration (hereinafter DBA) have cooperated in the past toward the common
goal of law enforcement throughout the State of Hawaii; and
WHBRBAS, HPD now wishes to enter into a memorandum of understanding
with HCPD, PiPD, KPD, RING and DEA to clearly define the roles of the parties
and better organize operations in future cooperative efforts; and
WHBRBAS, a copy of the memorandum of understanding is attached hereto
as Bxhibit A, and by reference made a part of this resolution;
NOW THBRBFORB BB IT RBSOLVBD that the Hayor of the County of Hawaii
is authorized to sign the above-referenced agreement and any related documents
on behalf of the Office of the Mayor and the County of Hawaii pursuant to the
Hawaii County Charter.
BB IT FURTHBR RBSOLVBD, that the County Clerk of the County of
Hawaii shall transmit copies of this resolution to the Finance Department and
Police Department.

STATEWIDE NARCOTICS TASK FORCE
MEMORANDUM OF UNDERSTANDING
ARTICLE I
This memorandum of understanding (hereinafter "MOU") shall pertain to the
organization known as the Statewide Nazcoiics Task Force (hereinafter "SNTF"). This MOU
is made and entered into by and between the Hawaii County Police Department (hereinafter
"HCPD"), the Honolulu Police Department (hereinafter "HPD"), the Maui Police Department
(hereinafter "MPD"), the Kauai Police Department (hereinafter "KPD"), the Hawaii National
Guard (hereinafter "RING"), and the Drug Enforcement Administration (hereinafter "DEA").
ARTICLE II
PURPOSE
There is evidence that heroin, cocaine, and crystal methamphetamine have increased in
supply, purity, and demand on all islands. These types of narcotics are imported into the state
via air, postal, and marine smuggling methods. Much of the supply is then transshipped. The
great demand for narcotics on an island chain accessible only by airplane or boat has created a
network of smugglers. Drugs are transported through the following modes: commercial and
private air transportation (passengers, baggage, and freight}; commercial and private marine
transportation (passengers, freight, and containers); federal and private postal services; and
infra-island land transportation.
The purpose of the SNTF is to create a cooperative effort to interdict drugs within the
state of Hawaii via apprehension, arrest, and conviction of individuals smuggling narcotics
into, through, and out of the state.
The objective of the SNTF is to form a statewide task force of police officers from all
four counties, members of the RING, and special agents from the DEA.
ARTICLE III
AREA OF OPERATION
The area of operation for the SNTF shall be the state of Hawaii, which shall include
the counties of Hawaii, Maui, Honolulu, and Kauai. The SNTF shall focus on airport
interdiction within and throughout the state of Hawaii.

ARTICLE IV
OPERATIONS
The lead agency and facilitator shall be the HPD's Narcotics/Vice Airport Detail
(hereinafter "NVAD") located at the Honolulu International Airport under the direction of the
Oahu Operations Manager, the lieutenant of the NVAD. The respective jurisdictions shall
also maintain a location within their respective departments for the officers who are assigned
to the SNTF.
STRUCTURAL COMMAND
The SNTF personnel shall come under the direct command of their respective
departments with the Oahu Operations Manager serving as a liaison among police
departments and appropriate county, state, and federal agencies.
PERSONNEL
The SNTF shall be staffed by local officers of the various county law enforcement
agencies, who will be assisted by the DEA and the HING. The officers will work together on
a task force in joint narcotics investigations whenever practicable to accomplish the objectives
of the SNTF. "
Each respective agency shall provide the necessary support staff, including but not
?limited to, secretaries, data processors, intelligence research analysts, and equipment
technicians.
ARTICLE V
OVERTIME AND EQUIPMENT
All personnel assigned to the SNTF shall have their salaries paid by their respective
parent agencies. All overtime incurred by the personnel assigned to the SNTF shall be paid
by their respective parent agencies.
All personnel assigned to the SNTF shall be provided with all necessary equipment by
/their respective agencies to accomplish the objectives of the SNTF.

ARTICLE VI
MISCELLANEOUS ITEMS
Any and all property, equipment, furniture, furnishings, of whatever kind or
description, purchased or acquired with Byrne Memorial Grant Funds shall be the property of
the Department of the Attorney General, State of Hawaii; until such time as title of the
property is officially transferred to the respective agency.
Any and all property, equipment, furniture, furnishings, of whatever kind or
description, purchased or acquired with DEA or HING official funds shall be the property of
their respective agencies. '
Any such property which is damaged, broken, misplaced, lost or stolen, through
,ifiegligence or wrongful act, shall be repaired or replaced by the responsible agency.
All participating agencies will comply with Title VI of the Civil Rights Act of 1964
and all requirements applicable to SNTF agreement pursuant to the regulations of the
Department of Justice (28 C.F.R. Part 42, Subparts C and G; 28 C.F.R. 50.3 (1991) issued
pursuant to Title VI relating to discrimination on the grounds of race, color, sex, age, national
origin or handicap.
