It was brought to my attention that Representative Denny Coffman's name was inadvertently left out ofthe resolution; therefore, I would like to amend my amendments as stated in Communication No. 421.12 to include "the Honorable Representative Denny Coffman" in the "BE IT FINALL Y RESOLVED" clause. This proposed amendment is illustrated via Ramseyer format and read as follows: "BE IT FIN ALL Y RESOLVED that the County Clerk shall forward a copy of this resolution to the Honorable Senate President Colleen Hanabusa, the Honorable Senate Vice President Russell S. Kokubun, the Honorable House Speaker Calvin K.Y. Say, the Honorable Ways and Means Committee Chair Donna Mercado Kim, the Honorable Finance Committee Chair Marcus R. Date J)CT . 6' ;nns A RESOLUTION URGING THE HAW AI'I STATE LEGISLATURE TO SUPPORT AND PROVIDE STATE FUNDING FOR THE HIGHEST PRIORITY CAPITAL IMPROVEMENT PROJECTS IN THE COUNTY OF HAW AI'I WHEREAS, the statewide unemployment rate for May 2009 was 7 A percent with Hawai'i County's unemployment the highest at lOA percent; and WHEREAS, funding capital improvement projects will help to stimulate the Big Island economy at a time when it is most needed; and WHEREAS, the Hawai'i County Council has created a list of capital improvement projects throughout the Big Island that are in need of funding; and WHEREAS, the Hawai'i County Council feels that the most effective way to gain the support of our Legislators is to submit one priority list as a unified Council rather than nine separate lists from each district; and WHEREAS, the capital improvement projects are ranked by priority as follows: 1. Laupahoehoe Point Access Road Improvement 2. Puna Makai Alternate Route (PMAR) 3. La'aloa Street Extension (Kailua-Kona) 4. South Kona Police Station (Captain Cook) 5. Kapi' olani Street Extension 6. Hilo Bayfront Trails 7. Waikoloa Gymnasium 8. Waimea District Park 9. Ke6kea Beach Pavilion 10. Waimea Trails and Greenways 11. Na'alehu Fire Station; and WHEREAS, this priority list, as shown in detail in "Exhibit A," will be sent to our Legislators for the 2010 Legislative Session; and WHEREAS, each Council Member is responsible for providing documentation (e.g., plans and designs, maps, costs, etc.) oftheir district project upon request by our State Legislative delegation; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAW AI'I that the Hawai'i County Council respectfully requests the Hawai'i State Legislature to support and provide State funding for the priority projects listed above. This roadway will serve as a connector road for the university area and Mohouli Street. It will allow safe traverse to and from UHH, Hospice of Hawai'i, Kamanil elderly housing project, residential areas, as well as child care, military and church facilities. Emily 1. Naeole Dennis "Fresh" Hilo Bayfront Trails: 4 Onishi Dominic Yagong Laupahoehoe Point Access Road 1 Improvement: J Yoshimoto Puna Makai Alternate Route (PMAR): To 3,4&5 $1.5 million conduct an Environmental Impact Statement (planning) and Preliminary Engineering Report (ElS/PER) to identify alignment and design ------ ------- criteria for PMAR between Nanawale Estates and Hilo with particular emphasis on identification of a corridor alignment through Hawaiian Paradise Park that presents the least adverse impact on existing developed lots. PMAR will reduce the number of miles driven by commuters, provide an alternate and shorter evacuation route for Puna Makai, and help to reduce traffic congestion in the area. 2
