Aloha e Members of Hawaii County Council,
Regarding Bill 103 commonly known as the tent bill, I feel that the bill should be
killed. It should never see the light of day.
I live in Wanawale Estates in lower Puna and our CC&Rs make long-term tent living
illegal. Even ,jf that made Nanawale exempt from the tent bill (which is questionable), we
have the absolute cheapest lots for sale on the island. And we already find it difficult to
enforce our CC&Rs as the county (DPW, Planning Dept.) and state (Health Dept.) fails to
h)ack us up. So it is incumbent on the community association to pay steep legal fees
to try to enforce them, which takes the money we need to use in Nanawale for
roads, removing dangerous trees as well as our other projects and necessitates
increases in our community association fees.
Who is going to police the conditions in which people are living in the tents the
bill would allow? Certainly not DPW or the Planning Dept. They are months and years
behind on handling the county responsibilities they have already accepted in Nanawale. Or
the police, as it is considered a civil matter.
As for long-term use of tents such as Uncle Sam's on Hwy. 130, doesn't Hawaiian t-fotlle
Lands have control over their lands? If they want to allow tents, they can; at least, that's my .
understanding. But even HHL has rules limiting the use of temporary structures on
its property. So you'd think the Hawaiian community would be covered re: being able to
live in tents while they build their homes.
However, it is newcomers without the resources God gave an ant, many of them transi~nt
for years, then f.nd up in make-shift "residences" (you can't really callthem that!) in places
'd!ke Nanawal(":' . ),d we have to deal with them, with no social services, tax dollars, .
or other ~ ~ssary resources!

aged, disabled from where ever beyond our shores they came seeking their salvation ar:J
"Paradise" in Nanawale Estates or other relatively inexpensive lands in lower Puna! Just the
mothers with handsful of kids with no visible male help living in places like MacKenzie State
Park, hitchhiking every where every day with these poor, poor, deprived childret~. You
wouldn't believe the situations we encounter daily in our community, in our town, on our
roads...it is totally heartbreaking to see!!!
And this bill allows the County government to continue to ignore the fact that
there are no homeless shelters of any sort in Puna or Ka'u and gets our leaders f ~ b'.

So please do not okay this bill for Puna or any other district on the island. It is not the .. t:fl"~ ,
answer to thefts of peoples"building materials or to the homeless problem and will only ,c:: ",' +:.
increase the need for all types of social services on the County, as it will give the green ,... '~
light to more temporary residents who think this is Paradise. There are better way . .
to address these needs, which are very real! Mahalo nui loa and malama pono. C'
