RESOLUTION NO. 235 00
RESOLUTION CREATING AN ACCOUNTANT I POSITION
WHEREAS, the Office of Housing and Community Development was assigned to
administer the Workforce Investment Act (WIA) for the County of Hawaii; and
WHEREAS, WIA also requires the creation of a Local Workforce Investment Board
(LWIB) and a Local Youth Council (LYC); and
WHEREAS, the WIA program is anticipated to run for at least five years, therefore,
short-term contracts are not considered; and
WHEREAS, with the addition of the new WIA program and 200 new Welfare-to-Work
Housing Vouchers, an increase in staff is needed to provide technical and administrative
services to the LWIB and the LYC, as well as administer the WIA program; and
WHEREAS, by creating an Accountant I, SR-18 position, the accounting branch of
OHCD, which currently incurs the highest amount of overtime, will hopefully be able to
reduce its overtime; and
WHEREAS, the federal WIA program will fund this position as well as cover expenses
for furnishings and equipment; and
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that an Accountant I, SR-18 position be created in the Office of Housing and
Community Development.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the
Departments of Finance and Civil Service and the Office of Housing and Community
Development.
