RESOLUTION NO.
(Draft 2)
A RESOLUT[ON RELATING TO CREATING AONE-WAY TRAFFIC
PATTERN ON KAPIOLANI STREET ON GOOD FRIDAY, HOLY
SATURDAY AND EASTER SUNDAY.
WHEREAS, the Saint Joseph's Roman Catholic Church, located at
the corner of Haili Street and Kapiolani Street, holds religious services on
Good Friday, Holy Saturday, and Easter Sunday, which is heavily attended
on the yearly basis; and
WHEREAS, the Saint Joseph's Roman Catholic Church feels that in
order to facilitate safe and orderly traffic control in the area, it is desirable
to create cone-way traffic flow in a Puna (east) direction on Kapiolani
Street between Waianuenue Avenue and Haili Street on Good Friday from
1:00 p.m. to 6:00 p.m.; Holy Saturday (Night) from 5:00 p.m. to 10:00 p.m.,
and Easter Sunday from 6 a.m. to I :00 p.m. of this year, and
WHEREAS, pursuant to Section 24-10 of the Hawaii County Code,
1983 (1995 Edition), the Chief of Police is empowered to make and enforce
temporary regulations to cover special conditions, and to post signs
pertaining thereto.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF
THE COUNTY OF HAWAI`1, that the Chief of Police is hereby requested
to establish aone-way traffic pattern on Kapiolani Street from Waianuenue
Avenue to Haili Street in the Puna (east) direction on Good Friday from
I :00 p.m. to 6:00 p.m.; Holy Saturday (Night) from 5:00 p.m. to 10:00 p.m.,
and Easter Sunday from 6 a.m. to I :00 p.m., of this year.
BE IT FURTHER RESOLVED that the Chief of Police is also
requested to provide a notice of this special traffic pattern to be published in
a daily newspaper of general circulation in the County of Hawaii.
BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii transmit copies of this resolution to the Chief of Police, the Fire
Department, the Department of Public Works, St. Joseph Roman Catholic
Church, the Haili Church, the Glad Tidings Church and to the Seventh-Day
Adventist Church.
