RESOLUTION NO. 2~2 00
RESOLUTION AUTHORIZING THE MAYOR OF THE COUNTY OF HAWAII OR, IN
HIS ABSENCE, THE MANAGING DIRECTOR OR AUTHORIZED REPRESENTATIVE
TO EXECUTE AND SUBMIT THE 2000-2004 CONSOLIDATED PLAN AND ALL
OTHER RELATED DOCUMENTS TO THE UNITED STATES DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT FOR THE 2000 COMMUNITY DEVELOPMENT
BLOCK GRANT AND TO THE STATE'S HOUSING FINANCE AND DEVELOPMENT
CORPORATION FOR THE HOME INVESTMENT PARTNERSHIPS PROGRAMS.
WHEREAS, the County of Hawaii is a direct recipient of
federal Community Development Block Grant (CDBG) Small Cities
Program funds from the United States Department of Housing and
Urban Development (HUD); and
WHEREAS, the County is a State recipient of HOME Investment
Partnerships (HOME) and has included its proposed 2000 projects
for the HOME funds for informational purposes; and
WHEREAS, it is required by HUD that the County submit a
Consolidated Plan, in accordance with Subpart C of 24 CFR Part
91, which include housing and homeless needs assessments, housing
market analysis, five-year strategic plan, project monitoring
procedures, action plan, and certifications; and
WHEREAS, the strategic plan is a five-year (2000-2004) plan
that indicates the County's priorities and objectives for the use
of CDBG and HOME funds for housing, homeless, special needs and
community development; and
WHEREAS, the action plan is a yearly plan that includes the
actual projects and activities that will be carried out with the
County's 2000 CDBG and HOME funds; and
WHEREAS, the CDBG and HOME projects and activities must meet
the priorities and objectives as described in the strategic plan;
and
WHEREAS, it is required by HUD that the County of Hawaii
submit certifications assuring conformance to related rules,
regulations and laws of the CDBG and HOME Programs; and
WHEREAS, a timely submission of the Consolidated Plan for
CDBG and HOME funds, in accordance with appropriate federal
regulations, is necessary.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII, that the 2000-2004 Consolidated Plan is hereby
adopted and the Mayor of the County of Hawaii or, in his
absence, the Managing Director or authorized representative is
hereby authorized to execute and submit the 2000-2004
Consolidated Plan and all other related documents and agreements
necessary to process the CDBG and HOME Programs to the United
States Department of Housing and Urban Development and State
Housing Finance and Development Corporation.
BE IT FURTHER RESOLVED, that the County shall utilize the
CDBG and HOME funds in accordance with program rules and
regulations and comply with the program certifications attached
to the Consolidated Plan.
BE IT FURTHER RESOLVED, that the Mayor or his authorized
representative is designated to act as the representative of the
County.
BE IT FURTHER RESOLVED, that a copy of this resolution be
transmitted to the Office of Housing and Community Development.
