Since 1980 TESTIMONY -Hawaii County Council Re: Resolution 231-09 - Mamalahoa Highway Bypass Honorable Council members: PATH supports Resolution 231-09 authorizing the extension of the grant of non- exclusive easement for limited public access over private roadways for temporary Mdmdlahoa Bypass through Haokuli Phase I and Halekii Street with one very important change. PATH strongly urges the Council take the necessary steps to open the road to bicycles, pedestrians and mass transit during this temporary phase. The current prohibitions of these modes are in direct conflict of the Kona Community Development Plan and further discourage and deter residents from using alternative transportation options.
