Subject: Testimony: Opposition to Comm. 501, Res. 224-09^~
Aloha Chair Yoshimoto and Members of the Hawaii County Council,
I am writing in opposition to Communication 501 and Resolution 224-09.
First, Communication 501 is a waste of the Council's time and taxpayer dollars. On the agenda,
there is already a request by Deputy Corporation Counsel Joseph Kamelamela requesting an
executive session with the Council to apprise them of the matters which Ms. Ford wishes to be
addressed. Additionally, the timestamp (since Ms. Ford has been making an issue of timestamps
lately) of Mr. Kamelamela's request is much earlier than Ms. Ford's request, so she was already on
notice of that request. This item should be removed from the agenda to save both time and
money.
Second, I oppose Resolution 224-09. I oppose this resolution for two reasons but one in
particular: it is irresponsible to allow a council member to transfer money for the salary and wages
account that they have not yet earned. This resolution does not address what is to happen if a
council member who has transferred money from their salary to the contingency relief account and
then is subsequently removed from office. Is the replacement member then supposed to just live
with a salary reduction that s/he did not agree to? This must be addressed first. The other reason
I oppose this resolution is that the resolution mentions that the purpose is to support 501(c)(3)
non-profit corporations. Is it not enough that there is a significant portion of the budget allocated
to helping non-profit organizations through the grant-in-aid program?
I therefore urge the Council to cancel Communication 501 from the agenda and vote against
resolution 224-09.
Mahalo,
