RESOLUTION NO. X48 00
RESOLUTION AUTHORIZING THE APPROPRIATION AND USE OF PRIOR YEAR
FUNDS RESULTING FROM THE EXECUTION OF A SUPPLEMENTAL AGREEMENT
FOR A COMPUTER SYSTEM AND LEGISLATIVE HISTORY DATABASE FOR THE
OFFICE OF THE COUNTY CLERK AND COUNTY COUNCIL .
WHEREAS, on March 20, 1997, the Mayor entered into an Agreement (Contract
No. 97168) with Wang Government Services, Inc. to furnish, deliver, install, and integrate a
computerized Legislative History Database with supporting data conversion, training, testing,
and consulting assistance for the Office of the County Clerk and County Council; and
WHEREAS, in the fiscal year ended June 30, 1999, the sum of $356,927.30 was
encumbered in account number 010-101-5101.06-454 from funds duly appropriated in that fiscal
year; and
WHEREAS, effective October 7, 1999, a Supplemental Agreement No. 3-Contract
No. 97168 was executed to amend the scope of the project, amend the compensation, eliminate
the on-going software support requirement, eliminate the hardware maintenance requirement,
terminate the Agreement 30 days after the execution date and complete transition work; and
WHEREAS, the Supplemental Agreement No. 3 resulted in $223,927.30 of formerly-
encumbered funds appearing in the unexpended allotment balance of the current year's budget
status; and
WHEREAS, on November 17, 1999, the Council adopted Resolution No. 174-99, which
appropriated $90,814.00 to various County Clerk/Council accounts, leaving an unexpended
allotment balance of $133,113.30.
WHEREAS, on February 16, 2000, the Council adopted Resolution No. 207-2K, which
appropriated $17,576.00 to various County Clerk-Elections accounts, leaving an unexpended
allotment balance of $115,537.30; and
WHEREAS, a portion of the unexpended balance is needed to (1) cover the unanticipated
cost of leasing and servicing the statewide "precinct count" voting equipment and (2).cover the
increased cost of temporary assignments.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the following amount in the unencumbered balance account number 010-101-
5101.06-454 be and is hereby appropriated as set forth below:

BE IT FURTHER RESOLVED that the County Clerk be and is hereby directed to forward a copy of this
resolution to the Director of Finance and that the Director of Finance be and is hereby authorized to allow the
expenditure of these funds in accordance with the terms of this resolution.
