RESOLUTION NO. 250 09
RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER
INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT
OF TRANSPORTATION, PURSUANT TO HRS 46-7, FOR A JOB
ACCESS AND REVERSE COMMUTE GRANT
WHEREAS, the State of Hawaii Department of Transportation has authorized a
Job Access and Reverse Commute grant to the Hawaii County Mass Transit Agency; and
WHEREAS, the grant is intended to provide increased transportation service for
working commuters and for those seeking employment; and
WHEREAS, the grant will be used to fund operating costs to establish additional
routes and frequency of bus service, which include additional weekday and weekend
service; and
WHEREAS, these funds, provided by the State of Hawaii Department of
Transportation, are derived from the Federal Transit Administration; and
WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county
departments obtain the consent of the council to enter into agreements with the federal
or state governments respecting action to be taken pursuant to any of the powers
granted by law to furnish, expend, and receive any funds or other assistance in
connection with projects being or to be undertaken pursuant to those powers.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII, in accordance with section 46-7, Hawaii Revised Statutes, that the Mayor
of the County of Hawaii is authorized to execute, on behalf of the County, an
agreement and related documents with the State of Hawaii Department of
Transportation, to enable the County to provide additional routes and frequency of bus
service, as described in the Hawaii County Mass Transit Agency's project goals and
objectives section of the applications submitted for the Job Access and Reverse
Commute grants, attached hereto and incorporated herein by reference as Exhibit "A".
BE IT FURTHER RESOLVED that the County Clerk of the County of Hawai'j
shall transmit copies of this resolution to the Office of the Mayor, the Hawai'i County
Mass Transit Agency, and the Finance Department.

4. PROJECT NARRATIVE
Complete the following Sections: Project Narrative, and Proposed Budget Information. Describe the
project and proposed budget as concisely as possible. Refer to the Project Scoring Criteria on page
19 for guidance on each of the questions. Each response will be reviewed and scored for clarity,
completeness and accuracy.
A. Project Goals and Objectives
1. Briefly describe how your proposed project is consistent with the goals and objectives of
either the JARC or New Freedom grants programs, as listed in the program goals on Page 2
of this application. (10 point maximum)
THE PROJECT WILL EXPAND SERVICE ON WEEKDAYS AND WEEKENDS BETWEEN
THE HAMAKUA DISTRICT AND HILO. THE NEW BUS SERVICE WILL PROVIDE
ADDITIONAL TRANSPORTATION ALTERNATIVES FOR. WORKING COMMUTERS AND
THOSE SEEKING EMPLOYMENT.
2. Specify how your project addresses gaps, overlaps and/or barriers in service identified
through your locally developed human services transportation planning process (coordinated
services plan). (Indicate the section/page number in the coordinated services plan addressing the
gaps, overlaps and/or barriers.) (10 point maximum.)
THE PROJECT ADDRESSES GAPS BY PROVIDING ACCESSIBLE TRANSPORTATION
SERVICES, WITH WHEELCHAIR LIFT EQUIPPED BUSES.

MEETS JARC BY EXPANDING PUBLIC BUS SERVICE ON WEEKDAYS AND WEEKENDS,
BETWEEN KAU AND KONA AND HILO. THIS WILL INCLUDE LATE EVENING SERVICE
ALSO.
2. Specify how your project addresses gaps, overlaps and/or barriers in service identified
through your locally developed human services transportation planning process (coordinated
services plan). (Indicate the section/page number in the coordinated services plan addressing the
gaps, overlaps and/or barriers.) (10 point maximum.)
WE WILL EXPAND SERVICE THAT HUMAN SERVICES PROVIDERS HAVE IDENTIFIED TO
US, SUCH AS THE DIFFICULTIES CLIENTS HAVE IN ATTENDING OUTREACH, MEDICAL,
AND INSTITUTIONAL SERVICES. WE ALSO HAVE THE ONLY ALL ACCESSIBLE VEHICLE
FLEET IN THE COUNTY, WHICH WILL ALLOW NON-AMBULATORY CLIENTS TO TRAVEL.
