RESOLUTION NO. 255 09
A RESOLUTION REQUESTING THE COUNTY COUNCIL TO PURSUE FEDERAL
FUNDING FOR REMOVAL OF THE OLD KONA DUMP.
WHEREAS, the old Kona dump (within Kealakehe) has been determined to contain a
significant number of sites (11) where spontaneous combustion is occurring; and
WHEREAS, these sites (hot spots) characteristically erupt into surface fires; and
WHEREAS, these eruptions will continue to result in ongoing episodes of smoke,
fumes, & open flames; and
WHEREAS, the Department of Hawaiian Home Lands is presently sponsoring the
building of homes in the immediate proximity to the dump; and
WHEREAS, these homes, along with Kealakehe High School will be severely impacted
by these emissions; and
WHEREAS, the technology and process for the removal of this facility has been
analyzed and expensed by the Department of Environmental Management (pending); and
WHEREAS, this procedure qualifies for several Federal programs designed to assist in
cost (Food, Conservation, and Energy Act of 2008, U.S. Environmental Protection Agency
Brownfields Program, U.S. Environmental Protection Agency Super Fund, American Recovery
& Reinvestment Act of 2009); and
WHEREAS, the end product of this procedure can be a soil amendment critical to the
building of the regional park and similar near shore applications (i.e. golf courses) where water
containing nutrient leachate is an environmental concern; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it
pursue funding at the Federal level for monies designated and available to prevent this
environmental disaster.

BE IT FINALLY RESOLVED that the County Clerk Shall forward copies of this
resolution to the Honorable Mayor William Kenoi, the Director of Department of Environmental
Management, the Director of the Department of Finance, the Honorable Senator Daniel K.
Akaka, the Honorable Senator Daniel K. Inouye, the Honorable Congressman Neil Abercrombie,
the Honorable Congresswoman Mazie Hirono and the Department of Hawaiian Home Lands.
