Under the provisions of the Watershed Protection and Flood Prevention Act; the County of
Hawaii, the United States Department of Agriculture Natural Resources Conservation
Service (NRCS), and the Waiakea and Mauna Kea Soil and Water Conservation District
desire to develop flood protection structures along Kaumana Drive for the Wailuku-Alenaio
Watershed. NRCS proposed to provide $191,000 for the estimated cost of engineering
surveys and design services for the Kaumana Drive Flood Protection Phase of the
Wailuku-Alenaio Watershed. This project includes the preparation of construction plans
and specifications to provide flood protection to homes along Kaumana Drive between
Chong Street and one-half mile above Wilder Road. Resolution 235-09, adopted on
September 16, 2009, authorized the County to receive the federal assistance.
Enclosed is a bill for an ordinance adding the Kaumana Drive Flood Protection Project for
$191,000 to this fiscal year's Capital Budget.

A. REQUEST:
Appropriate $191,000 for the receipt of funds from the U.S. Department of Agriculture, Natural Resources
Conservation Service (NRCS) for the Kaumana Drive Flood Protection Phase of the Wailuku-Alenaio
Watershed Plan. Funds were establish through an Agreement for Services No. 65-9251-9-838, dated
September 23, 2009, between the County of Hawaii and the USDA NRCS. Execution of the Agreement was
authorized by the County Council through Resolution 235-09.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The USDA NRCS will reimburse the County of Hawaii for consultants fees necessary to prepare a
construction plans and specifications to provide flood protection to homes along Kaumana Drive between
Chong Street and one-half mile above Wilder Road in accordance with a NEPA Environmental Assessment
and the Preliminary Engineering Report.
The USDA NRCS will provide over-sight for this work. In the past, work was performed entirely by the
NRCS. However, because of their limited resources, they can no longer provide this service and instead will
develop this phase of the project's development as a cooperative effort with the County of Hawaii.
