RESOLUTION NO. 264 00
A RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER FISCAL
YEAR AND OF MORE THAN ONE FISCAL YEAR FOR AMULTI-YEAR LEASE FOR A
POSTAGE MACHINE FOR THE OFFICE OF THE COUNTY CLERK.
WHEREAS, Section 10-11 of the Hawaii County Charter requires that any contract,
lease or other obligation requiring payment of funds from the appropriation of a later fiscal year
or more than one fiscal year be approved by resolution; and
WHEREAS, the County Clerk's postage machine, which was purchased in 1991, is no
longer in production and several parts are not available; and
WHEREAS, the Council desires to replace this postage machine by leasing a new
postage machine and system (Pitney Bowes U570/BA93 and B900 Electronic Postage by Phone
Meter) to process the County of Hawaii's mail; and
WHEREAS, the acquisition of this new machine will reduce downtown and will increase
efficiency because of a feature known as "meter-as-you-go"; and
WHEREAS, the County Clerk's Postage account for the current fiscal year contains
sufficient funds to lease a new postage machine.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII:
1. That the Mayor is authorized to enter into a 72-month lease agreement for the
acquisition of a postage machine for the County Clerk's Office.
2. That sufficient funds be budgeted in future fiscal years to cover the anticipated
obligation of the County under the lease agreement.
BE IT FINALLY RESOLVED that the Clerk of the County of Hawaii transmit copies of
this resolution to the Department of Finance and the County Clerk's Office.
