Re: Resolution Transferring Funds
Pursuant to Section 2-179 of the Hawaii County Code, the Geothermal Relocation and
Community Benefits Fund is to be administered by the Planning Department. The
Planning Department is authorized to establish a program for the relocation of owner-
occupants residing near the Puna Geothermal Venture's plant and who want to be
permanently relocated, and to fund expenditures for the benefit of Lower Puna; including
but not limited to, road improvements, water infrastructure development, land acquisition,
parks and recreational facility needs, civil defense mass transit improvements.
Expenditures from this fund are to be made in accordance with appropriations adopted by
the Hawai'i County Council after receiving recommendations from the Planning Director.
Through the efforts of Councilmember Emily Naeole and as recommended by Planning
Director BJ Leithead-Todd, monies from the Geothermal Relocation and Community
Benefits Fund are being requested for the Department of Parks and Recreation.
Enclosed is a resolution that transfers $69,500 out of the Geothermal Relocation and
Community Benefits Fund's Planning Department's account and credits it to the Parks
and Recreation's Geothermal accounts. The funds will be used to purchase a new pool
vacuum for Pahoa Pool ($5,500) and to provide for security guard services at the
Pohoiki Park ($64,000).

A. REQUEST:
To transfer $69,500 from the Geothermal account. $5,500 to the Geothermal P&R Equipment account
(095.500.5556.10) to fund a Pool Vacuum for Pahoa Pool and $64,000 to Geothermal P&R OCE account
(095.500.5556.02) for security services at Pohoiki (Issac Hale Beach Park).
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Currently, the Pahoa Pool's auto vacuum is broken. Councilwoman Emily Naeole has requested that some
geothermal monies go to the Pahoa Community Aquatic Center to address this issue. The funds would be
sufficient to purchase a new pool vacuum.
Without a reliable auto-vac, the pool basin becomes dirty within a day or so. This is a health and safety
issue. Additionally, when the pool basin becomes dirty, there are many complaints from the public.
The Pahoa Pool is one of the busier pools in the County, with over 100,000 patrons attending this past year.
Councilwoman Naeole would also like to help provide her community with a safe beach park and is helping
fund the security costs at Isaac Hale Beach Park.

Dear Council Member Naeole.:
SUBJECT: Geothermal Relocation and Community Benefits Fund for
Pahoa Swimming Pool and Pohoiki Park
This is in response to your emails and letters requesting the use of funds from the
Geothermal Relocation and Community Benefit Fund for the following:
1. $ 64,000 for two (2) security guard positions at Pohoild Park.
2. $ 5,500 for a new pool vacuum cleaner for the Pahoa Swimming Pool.
Section 2-181. Expenditures from fund, Article 36 relating to the Geothermal Relocation
and Community Benefit Fund, Hawaii County Code, states, in part, the following:
"...Expenditures relating to the geothermal relocation and community benefits
program include, but are not limited to:
(5) Expenditures for public purposes including road improvement, water
infrastructure, land acquisition, parks and recreational facility needs, civil
defense, and mass transit improvements.
(A) Funds shall be expended in Lower Puna, which is defined as
extending from Hawaiian Paradise Park subdivision to Kalapana
and including Orchidland Estates, Ainaloa, Hawaiian Beaches,
Hawaiian Shores, Kapoho, Pahoa, Nanawale, Leilani Estates, and
other communities proximate to Pahoa.

(B) Expenditures under this subsection shall be made in accordance
with appropriations adopted by the Hawaii County Council after
receiving recommendations from the Planning Director."
Based on the above, we recommend approval for the request for funding for the
above-mentioned projects.
