Your Committee on Finance, to which was referred Resolution 233-09, reports as follows:
Resolution No. 233-09, transmitted by Finance Director Nancy Crawford, via Communication No. 516,
dated August 28, 2009, transfers funds as follows:

Kokua Counseling Services, a FY2009-10 County non-profit grant recipient, has informed the Finance Department
that they will not be utilizing the funds. Therefore, the department solicited for applications and granted the award
to a program administered by BISAC.
Pursuant to Chapter 2, Article 25, Section 2-139(b) of the Hawaii County Code, "in the event that a grantee nonprofit
organization is unable or unwilling to provide the public service(s) for which a grant was appropriated, the mayor may
direct the finance director to solicit applications from eligible nonprofit organizations to fulfill the specific public
purpose(s) for which the funds were originally appropriated for the remainder of the fiscal year. The director shall
forward recommended application(s) and appropriation measure(s) to the council for its decision. Funds appropriated
to a successor nonprofit organization shall not exceed the balance of unexpended County funds awarded to the
original grantee nonprofit organization."
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 233-09, and recommends its
adoption.
