Your Committee on Finance, to which was referred Resolution 234-09, reports as follows:
Resolution No. 234-09, transmitted jointly with Bill 145, by Finance Director Nancy Crawford, via
Communication No. 517, dated September 1, 2009, authorizes the Office of the Mayor to enter into an
agreement with the State of Hawaii Department of the Attorney General for the Victims of Crime Act
Grant funded by the American Recovery and Reinvestment Act.
These funds will be used to provide assistance services to victims of felony and misdemeanor violent
crimes. These services include counseling, referrals to community agencies, assistance with judicial
proceedings, and administration of funds used to provide direct services to victims.
Pursuant to Section 46-7, Hawaii Revised Statutes, County departments must obtain the consent of the
Council to enter into agreements with the Federal or State Governments respecting action to be taken
pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance
in connection with projects being or to be undertaken pursuant to those powers.
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 234-09, and
recommends its adoption.
