Your Committee on Planning, to which was referred Bill No. 136, reports as follows:
Bill 136, transmitted via Communication 494, from Mayor William P. Kenoi, dated August 14,
2009, presents a Change of Zone Request by Palamanui Global Holdings, LLC, applicant.
Bill No. 136 seeks to amend Section 25-8-3 (North and South Kona Zone Map), Article 8,
Chapter 25 (Zoning Code) of the Hawaii County Code 1983 (2005 Edition), by changing the
District Classification from Project District (PD) to Industrial-Commercial Mixed - 20,000
square feet (MCX-20) at Ka`u, North Kona, Hawaii, covered by Tax Map Key: 7-2-005:001.
Twenty members of the public provided testimony on the matter. All but one spoke in support of
the rezoning. All twenty spoke favorably regarding the project's support of the community
college campus on the west side. The lone dissenter wanted the matter postponed until the Kona
Community Development Plan Committee could review the request. He was informed that the
plan had been reviewed, and was found to be in accord with the Kona CDP.
Your Committee concurs with the Planning Commission and the Planning Director's favorable
recommendation for approval of the request for change of zoning.
Your Committee on Planning is in accord with the purpose and intent of Bill No. 136 and
recommends it pass first reading.
