No. 507/13ill 138 PLACE: Council Chambers Ben Franklin Bldg, 2°d Floor 333 Kilauea Ave. Hilo, Hawaii 96720 TIME: 1:40 p.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works and Intergovernmental Relations, to which was referred Communication No. 507 and Bill 138, reports as follows: Bill 138, transmitted by Director of Public Works Warren H.W. Lee, via Communication No. 507, dated August 25, 2009, amends Chapter 24, article 10, division 1, section 24-254 (schedule 2. 20 mile per hour limit), paragraph (f), Kona, of the Hawaii County Code 1983 (2005 Edition, as amended), by adding the following subparagraph, to be appropriately numbered and to read as follows: "O Kealakaa Street in the school zone fronting Kealakehe Elementary School, from a point five hundred ninety feet north of Palani Road and extending one thousand six hundred forty feet in the northerly direction while speed limit sign beacons are flashing." There was no testimony from the public on this proposed bill. Traffic Division Chief Ron Thiel appeared before Your Committee. Mr. Thiel commented that this amendment is based on an effort to enhance driver awareness of the Kealakehe Elementary school zone. This will minimize risk to school children by modifying the traffic signage and school speed limit to 20 MPH on Kealakaa Street fronting the school.
