Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 508 and Bill 139, reports as follows:
Bill 139, transmitted by Director of Public Works Warren H.W. Lee, via Communication
No. 508, dated August 25, 2009, amends Chapter 24, article 10, division 1, section 24-255
(schedule 3. 25 mile per hour limit), paragraph (f), Kona, of the Hawaii County Code 1983 (2005
Edition, as amended) by adding the following subparagraph, to be appropriately numbered and to
read as follows:
"O Keanalehu Drive"
There was no testimony from the public on this proposed bill.
Traffic Division Chief Ron Thiel appeared before Your Committee. Mr. Thiel commented that this
amendment is to update the Hawaii County Code to match the posted speed limit on the recently opened
Keanulehu Drive to aid with speed enforcement. Keanulehu Drive runs through a residential zoned area
and is between Kealakehe High School and Kealakehe Elementary and Intermediate Schools.
Your Committee on Public Works and Intergovernmental Relations is in accord with the purpose and
intent of Bill 139 and recommends passage at first reading.
