SUBJECT: MARIJUANA ERADICATION MISSION FOR THE MONTH OF
SEPTEMBER, 2009
The Hawaii Police Department conducted marijuana eradication missions
on September 14-15, 2009, in East Hawaii and September 16-17, 2009, in West
Hawaii.
As required by Resolution No. 46-01, reports indicating the number of plants
eradicated and the number of complaints received from the public, the type of
complaint and the complaint disposition are attached.

Caller reported he moved here in 2001 and that the helicopters have flown low before and disturbed
his goats. Caller related that he just came home and saw a helicopter but it wasn't low but wished to
call because of the past incidents

Complaint:
Caller identified himself as an ordained Reverend of the Religion of Jesus Church based out of Kona
who use marijuana as a religious sacrament. He stated he has been bombarded daily for the last
three months by helicopters at tree top level. He does have medical marijuana but it has not been
touched. He will be moving to Oregon where there are no helicopters.

Complaint:
Received via transfer from the Chief's office. Highly aggitated male voice only identifying himself as
James reports that he is speaking on behalf of thousands of residents and accuses police of "stealing"
from people who are trying to make a living. Further reported that the helicopter had been there for
over a half hour and inquired of an orange colored tether hanging from the aircraft.

Upon re-contacting complainant, reported seeing 2-3 helicopters in the HOVE area from mid-morning
through the mid-afternoon hours. Chief complaint was the noise that awoke family members and
disturbed his dog.

being lowered to the ground from one of the helicopters.

Comments:
Caller understood what our purpose was, but wanted to note the disturbance created by the overflight.
