Reference: SPF-SIG Grant Personnel Information
The following information is provided in response to a request made at the Finance Committee meeting
on October 6, 2009.
On March 24, 2009, the Hawai'i State Department of Health awarded to the County of Hawai'i (COH) a
Hawai'i Strategic Prevention Framework - State Incentive Grant (SPF-SIG) Non-Competitive funding
totaling $313,950. With this funding, a total of $69,348 was budgeted for the following two full-time
personnel:
SPF-SIG Project Coordinator $40,512
SPF-SIG Clerical Services Assistant $28,836
The SPF-SIG Project Coordinator will provide full time (2,080 hours annually) project development,
implementation, coordination, and carrying out day-to-day operational activities in accordance with the
terms set forth in the proposal. The SPF-SIG Clerical Services Assistant will provide full-time
(2,080 hours annually) clerical support for the project under the supervision of the SPF-SIG Project
Coordinator. Duties will include providing clerical support to the Coordinator and the SPF-SIG County
Advisory Council (CAC) , which includes preparing agendas, arranging logistics, taking notes, preparing
minutes, posting data, and compiling survey responses.
No existing COH employees will take on the aforementioned responsibilities in addition to their current job
functions. Rather, both positions arise entirely from the need to organize, plan, lead, and control the
SPF-SIG Grant. Both positions are fully funded by the Non-Competitive SPF-SIG Grant, no funds from
the County of HawaiTs internal operating budgets will be used to pay for the salary, payroll taxes, and
fringe benefits associated with these positions. In addition, COH will not and cannot use SPF-SIG project
funds to supplant (i.e. take the place of) funds normally paid via COH operating budgets.
