SUBJECT: Proposed Amendments to Resolution No. 205-09, Draft 3, and "Exhibit A"
The purpose of Resolution No. 205-09, Draft 3, is to combine proposed capital improvement
projects from each Council Member and create a priority list to submit to Congress.
I would like to amend Resolution No. 205-09, Draft 3, to include the following capital
improvement project:
"Puna Makai Alternate Route (PMAR)"
I would also like to add the above project to "Exhibit A" as follows:

J Yoshimoto Puna Makai Alternate Route (PMAR): To
conduct an Environmental Impact Statement and
Preliminary Engineering Report (EIS/PER) to
identify alignment and design criteria for PMAR
between Nanawale Estates and Hilo with
particular emphasis on identification of a
corridor alignment through Hawaiian Paradise
Park that presents the least adverse impact on
existing developed lots. PMAR will reduce the
number of miles driven by commuters, provide
an alternate and shorter evacuation route for
Puna Makai, and help to reduce traffic
congestion in the area.

A RESOLUTION URGING CONGRESS TO SUPPORT AND PROVIDE FEDERAL
FUNDING FOR THE HIGHEST PRIORITY CAPITAL IMPROVEMENT PROJECTS
IN THE COUNTY OF HAW AI'I
WHEREAS, the statewide unemployment rate for May 2009 was 7.4 percent with
Hawai'i County's unemployment the highest at 10.4 percent; and
WHEREAS, funding capital improvement projects will help to stimulate the Big Island
economy at a time when it is most needed; and
WHEREAS, the Hawai'i County Council has created a list of capital improvement
projects throughout the Big Island that are in need of funding; and
WHEREAS, the Hawai'i County Council feels that the most effective way to gain the
support of Congress is to submit one priority list as a unified Council rather than nine separate
lists from each district; and
WHEREAS, the capital improvement projects are ranked by priority as follows:
1. Laupahoehoe Point Access Road Improvement
2. Mid-Level Road (Ane Keohokalole Highway)
3. 'Ainaloa Waterline Installation
4. La'aloa Street Extension (Kailua-Kona)
5. South Kona Police Station (Captain Cook)
6. Kahuku Park Community/Senior Center and Gym
7. County-Wide Radio Tower Installation
8. Waikoloa Gymnasium
9. Ke6kea Beach Pavilion
10. Hilo Bayfront Trails
11. AhalanuiIPohoiki Bay Beach Parks
12. Puna Makai Alternate Route (PMAR); and
WHEREAS, this priority list, as shown in detail in "Exhibit A," will be sent to our
Congressional delegation for the 2010 Congressional budget session; and
WHEREAS, each Council Member is responsible for providing documentation (e.g.,
plans and designs, maps, costs, etc.) of their district project upon request by our Congressional
delegation; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAW AI'I that the
Hawai'i County Council respectfully requests that Congress support and provide Federal
funding for the priority projects listed above.
BE IT FIN ALL Y RESOLVED that the County Clerk shall forward a copy of this
resolution to the Honorable Senator Daniel K. Akaka, the Honorable Senator Daniel K. Inouye,
the Honorable Representative Neil Abercrombie, the Honorable Representative Mazie K.
Hirono, and the Honorable Mayor William P. Kenoi.

system is antiquated and obsolete.

waterline from State Highway 130 along ( construction)
Ainaloa Boulevard to Wood Rose Drive in
the Ainaloa Subdivision in order to provide
water to residents and to the proposed
Ainaloa Volunteer Fire Company. Fire
hydrants will also be installed every 600 feet.
